What Is a Safety Data Sheet?

A safety data sheet has sixteen prescribed sections and one job: communicating hazard. What each section covers, and why it is not evidence of purity.

A document with one job

A safety data sheet is the most structured document most researchers will encounter and among the least carefully read. Its sixteen sections are prescribed, ordered and consistent across suppliers, which makes it unusually navigable once you know what sits where. It exists to communicate hazard — what a substance can do, what exposure means, and what to do when something goes wrong. That is its entire remit, and reading it as though it certified anything else is the most common way it is misused.

Why safety data sheets exist

A supplier holds information about a substance that the person receiving it does not. The safety data sheet is the mechanism by which that information travels with the material. In Great Britain the requirement sits under UK REACH, with Defra holding lead policy responsibility, and HSE describes safety data sheets as important documents in the safe supply, handling and use of chemicals. One is required where a chemical is hazardous and is being supplied for use at work — and, in some circumstances, where a non-hazardous chemical contains small amounts of hazardous substances.

The sixteen sections

Annex II prescribes the headings and their order. The consistency is the useful part: section 9 is physical and chemical properties on every compliant safety data sheet you will ever open, regardless of supplier. Learning the map once means never again reading a safety data sheet front to back to find one fact.

Navigating by question

Because the order is fixed, most practical questions resolve to a small number of sections. Reading with a question in hand is considerably more effective than reading sequentially.

  1. What is it?Sections 1 and 3 — identification, and what the material is composed of.
  2. What can it do?Sections 2, 11 and 12 — classification, health effects, environmental effects.
  3. What does containing it involve?Sections 7, 8 and 10 — handling and storage, exposure controls, and stability.
  4. What if something goes wrong?Sections 4, 5 and 6 — first aid, fire, accidental release.
  5. What happens afterwards?Sections 13, 14 and 15 — disposal, transport, regulatory position.
Section 16 is worth a glance before any of the others: it records revision information, which tells you how current the document you are reading actually is.

What a safety data sheet is not

Three limits matter, and all three are regularly overlooked. It is not a risk assessment — HSE states plainly that the SDS itself is not an assessment; it informs one that the employer must carry out. It is not batch-specific: it describes a substance as supplied, and does not change because a particular batch was analysed. And it is not analytical evidence — no section of a safety data sheet reports a purity result, an identity confirmation, or any measurement made on the material you hold.

Reading one critically

Compliant structure does not guarantee useful content. Sections can be present and empty, populated with boilerplate, or left conspicuously vague — and because the headings are mandatory, a thin safety data sheet looks structurally identical to a thorough one at a glance.

  • Does section 1 identify the substance specifically, or only by trade name?
  • Does section 3 name components and concentration ranges, or gesture at them?
  • Are sections 11 and 12 populated, or filled with no data available throughout?
  • Does section 15 cite actual legislation applicable to the substance?
  • Does section 16 give a revision date, and how old is it?
  • Do the hazard classifications in section 2 match the label on the material?

Where it sits alongside other documents

A safety data sheet answers hazard questions completely and analytical questions not at all. A certificate of analysis is the reverse: it reports measurements on an identified batch and contains no hazard information. A specification defines what material must meet and contains neither. Requesting the right one is largely a matter of knowing which question you are actually asking.

Frequently Asked Questions

Is a safety data sheet the same as a risk assessment?

No. HSE is explicit that the safety data sheet is not itself an assessment. It supplies hazard information that supports an assessment, which the employer is responsible for carrying out in the context of how the material is actually used. The document is an input to that process, not a substitute for it.

Does a safety data sheet apply to a particular batch?

No. It describes the substance or mixture as supplied. It is not written against a batch identifier, is not produced in response to testing, and does not change when a batch is analysed. Batch-specific analytical information belongs on a certificate of analysis.

Why do the sections appear in the same order on every safety data sheet?

Because the order is prescribed. Annex II sets out the sixteen headings and the structure the document must follow, which is what makes safety data sheets from different suppliers directly comparable and navigable by section number.

Should a safety data sheet be requested for every substance?

The supply requirement attaches to hazardous chemicals supplied for use at work, and in some circumstances to non-hazardous chemicals containing small quantities of hazardous substances. Whether one is required in a given case is a question about the material and the context of supply, and HSE and the UK REACH Helpdesk are the authorities on it.
